Crucial Special Education Funding Bill On Governor Hochul's Desk

Private schools providing crucial services for children with disabilities are being forced to turn students away due to staff shortages across New York State. The crisis is a result of insufficient funding for private institutions to provide competitive wages compared to public schools.
The Norman Howard School is committed to hiring and retaining the best educators for our students. Norman Howard has been providing essential services to children with learning challenges across Greater Rochester for more than 40 years. We are the only school of our kind in the area, helping students manage learning challenges and graduate alongside their public school peers. Our students have had a 99% graduation rate since 1984, and a 75% college attendance rate since 2010!
To ensure equity and access for our students and maintain superior services and staff, The Norman Howard School and 853 Schools across the state are urging Governor Kathy Hochul to sign a bill for per-student funding rate increase of 7% and, thus, create parity with public school funding increases. The bill already passed unanimously in both the State Assembly and Senate.

This bill is currently on the Governor’s desk and we ask that the Governor sign the bill into law to provide parity in special education funding so that our students in special education schools are supported at the same rate as their peers in public school districts. The legislation would provide predictability and stability in our school funding so that schools can best meet the needs of students, including adequately recruiting and retaining highly qualified teachers and staff.
